Manners faces charges of transmitting HIV, Police seek additional victims

Philip Bryan Manners, 25, of Clare was arrested August 22 and charged with having sex with a partner without informing the victim that he infected with the HIV virus.
Manners was reportedly diagnosed with: “acquired immunodeficiency syndrome” (AIDS) or “acquired immunodeficiency syndrome related complex.”
Clare City Police arrested Manners, who has been living with a brother in a Mary Street apartment. He was arraigned on felony charges in 80th District Court and charged with one count of: AIDS – Sexual Penetration with an Uninformed Partner, a felony punishable by up to four years in prison and/or a $5,000 fine.
According to Clare Police Officer Al White, another possible victim, who now lives in the thumb area, has contacted police and was scheduled to travel to Clare be interviewed this week. “More charges may be filed after the interview,” White said.
The Clare City Police are asking the public for assistance in finding any other persons who may have been intimate with Manners. Victims or people who have any information are asked to call the Clare City Police Department at 989-386-2121, or contact their local police on the matter.
Manners’ has been released from the Clare County Jail on a $3,500/ten percent bond.
