The City of Harrison will be coordinating all plans for the Annual Street Fair this August, through the Downtown Development Authority. The move was made to make the event a more “city centered” event with local businesses, groups and volunteers working to make this a downtown feature.
The City has been chosen as a site for the Official Old 27 Tour license plate as well, which Harrison Mayor Stacy Stocking displayed during the Monday, June 17th meeting.
“It’s an honor to be chosen as one of the official sites,” Mayor Stocking stated.
Harrison is one of two stops in Clare County, the other being the City of Clare.
Other news discussed at the meeting was the change in guard for the City’s patrol deputies. With the departure of Tony Brown, who left the Clare County Sheriff’s Department to head a private security firm in Ohio, Deputy Kevin Roland and Deputy Seymour will be sharing the duties; Roland will be on Mondays, Tuesdays, Saturdays and Sundays with the remainder handled by Seymour.
A letter of complaint was read into record by the mayor. A homeowner on North Lake Street complained about the dust from a recent road repair, which had Central Asphalt vehicles parked off N. Lake St. during the construction/repair. The letter also complained of the businesses along that strip and the noise and dust produced, along with complaints on high prices charged by local businesses.
“Why repave one road and yet damage another?” was the question, also stating, “We are planning on selling as soon as it is possible.”
The letter’s complaint of the dangers on Budd Lake during heavy weekends was addressed by Deputy Roland, who suggested that on busy weekends when the officer dedicated to water patrol is very busy, he could insure that he would secure one of the department’s boats and patrol himself.
Roland also reported that there were 483 incidents over the month of May in the City.
“This is about average for a city of this size,” he stated, adding “This includes all calls, traffic stops and the like.”
The City announced that they received notice from the state that they have control of their tax rolls again. The State of Michigan took away the tax rolls in 2011 after discrepancies were discovered from the City’s assessors. Since that time the City has worked to subcontract with CSZ Services, who had their assessing contract renewed at the meeting for the coming year on a motion by Council member Damvelt, supported by Council member Sullivan and carried unanimously.
A first reading of two changes were held. The first reading of revised Ordinances 15.490 and 15.301 which were amended. The first defined accessory uses and structure alterations and 15.301 concerned temporary housing for homeowners to occupy as they completed repairs due to fires, storms or other “acts of nature” allowed for mobile homes, recreational vehicles, tents or other structures to be occupied for a period of up to six months.
Fire Chief Pat Agin reported the department received 143 calls year to date (YTD) and has passed the annual pump testing.
Department of Public Works Superintendent Phelps reported that there are some issues with the manholes near Little Long Lake; they are taking in overflow water. Phelps stated he was working on the issue and will be applying for grants to bring a permanent solution to the problem.
“Water from the lake is entering our sewer system,” he told the council, “These manholes are below the lake level, so with the rains this year, some of that water has entered our system. I will begin looking for quotes to fix the problem.”
Harrison residents can expect to pay slightly more for their trash pick up. The Council approved a motion to allow for a CPI (Consumer Price Index) increase by contractor Lincoln Sanitation, taking that cost from $8.83 to $9.08.
Harrison’s City Council meets on the first and third Mondays of each month.
