Parolee cuts tether, attempts escape

9-27-13 Mug Bill Wayne Welch Jr.A 37-year-old Farwell man, paroled in August for a 2001 after a prison term for an  armed robbery conviction in 2001 in Genesee County,  escaped surveillance by cutting off his electronic ankle tether Monday.

Officers believed he was headed for the Farwell area.

Billy Wayne Welch Jr., reportedly cut off his tether around 3 p.m. on Monday and fled from the Courthouse area. He had been scheduled to meet with his Parole officer for a violation of his parole.

Welch was also convicted of auto theft in Ontonagon County in 1995 and placed on probation and he was convicted of stealing a credit card in Genesee County in 1999.

Sheriff’s Deputies, the Sheriff’s Department K9 Division and Michigan State Police troopers searched the Harrison area for three hours before Welch was located near Harrison Avenue and Monroe Road in Hatton Township. Officers were alerted by a report of a suspicious person in the area.

Welch was arrested and remains lodged at the Clare County Jail pending his arraignment on the parole violation.
